Decision makers can consider evidence from anyone who knows how your condition affects you - and the DWP's own form asks about the help you get from other people. A statement from your carer works because it is first-hand ("I cook his evening meal" rather than "he cannot cook"), specific (how often, since when, with dates), and consistent with what you wrote on your form. Who can write a carer's statement for PIP?+
Anyone who genuinely helps or sees you regularly: a partner, parent, adult child, friend, neighbour or paid support worker. They do not need any formal status, do not need to live with you, and do not need to receive Carer's Allowance. More than one person can each write their own statement.
Does a carer's statement actually help a PIP claim?+

A signed statement that is specific, dated and consistent with your form puts what they witness on the record - and decision makers and tribunals can weigh it as evidence alongside your medical letters.
Where do I send a carer's statement?+
With a new claim, post it with the PIP2 "How your disability affects you" form. At an award review, send it with the AR1 form. Before an assessment it can go to the assessment provider, and at mandatory reconsideration or appeal it goes to the DWP or the tribunal. Put your full name and National Insurance number on every page, and send a copy rather than the only original.
