PIP for Social Anxiety 2026: Descriptors, Points and How to Claim

Updated June 2026 · 10 min read

Can you get PIP for social anxiety? Yes. Social anxiety disorder (sometimes called social phobia) is assessed on how it affects your day to day life, not on the diagnosis label. When the fear of being judged, watched or humiliated makes it overwhelming to engage with people, use the phone or go out, it can score points across several PIP activities - most directly Activity 9 (engaging with people face to face).

This guide shows exactly which descriptors social anxiety can score on, how many points each is worth, how the reliability test protects you when distress prevents you doing things, and how to describe social anxiety so the DWP actually awards points rather than dismissing it as shyness.

Social Anxiety Is More Than Shyness

Social anxiety disorder is a recognised mental health condition, not a personality trait. It involves an intense, persistent fear of social or performance situations where you might be scrutinised or judged. That fear can trigger panic symptoms (racing heart, shaking, sweating, nausea), a strong urge to escape, and, over time, avoidance that shrinks your life. The DWP does not score the diagnosis, but it does score the functional limits that severe social anxiety creates. Your job on the form is to translate the condition into those limits.

The Reliability Test: Your Most Important Protection

Under regulation 4(2A) of the Social Security (Personal Independence Payment) Regulations 2013, you only count as being able to do an activity if you can do it:

The case law in RJ, GMcL and CS v SSWP [2017] UKUT 105 (AAC) confirmed that "safely" includes the risk of psychological harm, not just physical harm. For social anxiety, this means that forcing yourself through a situation that triggers panic or distress is itself an unsafe way of doing it.

The "4-Point Rule" Was Scrapped: What It Means for You

In 2025 the government proposed requiring PIP claimants to score at least 4 points in a single daily living activity to qualify for the daily living component (Clause 5 of the Universal Credit and Personal Independence Payment Bill). After a backbench rebellion, Clause 5 was removed on 1 July 2025 and dropped permanently at the bill's third reading on 9 July 2025. There is no new single-activity threshold for PIP. Any future change rests with the independent Timms Review, due to report in autumn 2026. See our PIP changes 2026 guide and should I claim PIP now? for the timing decision.

Which PIP Activities Does Social Anxiety Affect?

Activity 9 is the primary scorer for social anxiety. Activity 7 and Activity 11 are common secondary scorers, and the downstream effects of avoidance can touch others.

Activity 9: Engaging With People Face to Face

Activity 9: Engaging With People (daily living)

  1. Can engage with other people unaided 0
  2. Needs prompting to be able to engage with other people 2
  3. Needs social support to be able to engage with other people 4
  4. Cannot engage with other people due to overwhelming psychological distress or risk of harm 8

This is where social anxiety lands hardest:

Note the legal meaning of "social support" is wider than "prompting". If you genuinely need another person there to make engagement possible, argue for descriptor (c), not (b).

Activity 7: Communicating Verbally

Activity 7: Communicating Verbally (daily living)

  1. Can express and understand verbal information unaided 0
  2. Needs to use an aid or appliance to speak or hear 2
  3. Needs communication support to express or understand complex verbal information 4
  4. Needs communication support to express or understand basic verbal information 8
  5. Cannot express or understand verbal information at all even with support 12

Activity 7 is usually about physical speech or hearing, but where severe anxiety means you cannot take in or respond to verbal information without someone to support you (for example you cannot phone the GP, deal with officials, or follow what is being said because panic blanks your mind), it is worth describing. Be careful and honest here: most social anxiety scores on Activity 9 rather than 7, but the overlap is real for some people.

Activity 11: Planning and Following Journeys

Activity 11: Planning and Following Journeys (mobility)

  1. Can plan and follow the route of a journey unaided 0
  2. Needs prompting to undertake any journey to avoid overwhelming psychological distress 4
  3. Cannot follow the route of an unfamiliar journey without another person 10
  4. Cannot undertake any journey because it would cause overwhelming psychological distress 10
  5. Cannot follow the route of a familiar journey without another person 12

If the prospect of being out among people causes overwhelming distress, you may need prompting to leave the house at all (descriptor b, 4 points), or be unable to undertake journeys without a trusted person (descriptors d to f, 10 to 12 points). Where social anxiety overlaps with agoraphobia, this activity often becomes the highest scorer. MH v SSWP [2018] UKUT 363 (AAC) confirmed mental health conditions can score across the whole of Activity 11, not only the descriptors that mention distress.

Weak (0 points)
I get nervous around people. I do not like crowds or speaking up. I prefer to stay in.
Strong (4–8 points)
I cannot attend appointments, answer the phone to anyone I do not know, or speak to people I have not met without my sister with me. If I try alone I have a panic attack: my heart races, I cannot speak, and I leave. In the last 3 months I cancelled 4 GP appointments because I could not face the waiting room. I order all shopping online to avoid checkouts and queues. After any forced social situation I am unable to function for the rest of the day.

The strong description scores because it shows (a) who must be present, (b) what happens when you try alone, (c) concrete, dated examples, and (d) the recovery cost. That points towards Activity 9 descriptor (c) or (d).

Activity 3: Managing Therapy

Add up the weekly time spent on treatment: CBT or counselling sessions, medication management, NHS Talking Therapies homework, breathing or exposure exercises, and the recovery time around appointments. For social anxiety under active treatment, the therapy time can reach descriptor (c) or (d) on Activity 3 (2 to 4 points).

Activity 10: Making Budgeting Decisions

If anxiety means you cannot phone the bank, deal with letters that need a response, or handle purchases that involve talking to people, and someone else manages this for you, Activity 10 descriptor (b) or (c) can apply for 2 to 4 points.

How much is YOUR PIP worth?

The "Majority of Days" Test Is the Heart of It

People with social anxiety often lose points because they describe their best day. PIP is scored on whether you can do an activity on more than half the days. If on most days you cannot engage with people without support, that is your score, even if on a rare good day you manage. Describe a typical week, including the bad days, and say how often each thing happens.

Key phrase for your form: "On the majority of days I cannot engage with people I do not know well without another person present. Attempting to do so triggers a panic response (racing heart, shaking, inability to speak) and I have to leave. Per regulation 4(2A) I cannot do this safely, to an acceptable standard or repeatedly, and I require social support within the meaning of Activity 9."

The Assessment Is the Hardest Part

There is a cruel paradox: attending a face-to-face assessment is itself proof of how disabling social anxiety is. If the DWP invites you to a centre, you can request a phone, video or home assessment as a reasonable adjustment under the Equality Act 2010. If you do attend, make sure the assessor records how it affected you: were you accompanied, did you struggle to speak, did you need to leave, did you take extra medication beforehand? That is all evidence.

Do not minimise it. If you cancel appointments, avoid the phone, order everything online, or have not been to a social event in months, say so plainly. Playing it down on the day is the most common reason genuine claims are refused.

Treatment and Medication

Many people with social anxiety have CBT (including graded exposure) and medication. NICE lists SSRIs such as sertraline, escitalopram and paroxetine as first-line, with SNRIs such as venlafaxine as an option, and beta-blockers such as propranolol sometimes used for physical symptoms. Treatment does not always remove the condition, and relapse is common, so PIP is scored on your current function, not on the fact that you are being treated. Medication side effects (sedation, cognitive fog, nausea) can themselves affect daily activities, so record them.

If You Are Refused

Mental health claims are refused more often than they should be, frequently because an assessor underestimates severity. Do not give up - a large share of refusals are overturned later.

  1. Mandatory Reconsideration (within one month of the decision letter). Ask for the assessment report, then dispute each activity, quoting regulation 4(2A) and citing MH v SSWP [2018] UKUT 363 for Activity 11 and RJ v SSWP [2017] UKUT 105 for psychological harm under "safely". See our full Mandatory Reconsideration guide.
  2. First-tier Tribunal (within one month of the MR result). Around two in three tribunal appeals succeed. You can usually attend by phone or video, which is far easier with social anxiety, and bringing a representative roughly doubles the success rate.

Frequently Asked Questions

Can you get PIP for social anxiety?

Yes. Social anxiety disorder is assessed on how it affects you day to day, not on the label. When the fear of being judged or watched makes it overwhelming to engage with people, use the phone or go out, it can score points, most directly on Activity 9 (engaging with people) and Activity 7 (communicating). Describe what happens when you try, including the build-up and the recovery afterwards, not just a good day.

Can you claim PIP for social anxiety if you can still go to work or the shops sometimes?

Yes. PIP looks at whether you can do each activity reliably - safely, to an acceptable standard, repeatedly and in a reasonable time, on the majority of days. Forcing yourself through a shift or a shop trip, then needing the rest of the day or several days to recover, is not doing it reliably. Many people who work or study still qualify because of the cost of pushing through.

How much PIP can you get for social anxiety?

It depends on your scores. PIP has a daily living part (standard £76.70/week, enhanced £114.60) and a mobility part (standard £30.30, enhanced £80.00) for 2026/27. Severe social anxiety that needs social support to engage, plus difficulty with journeys and communicating, can reach both components. The maximum, if you get both enhanced rates, is around £10,119 a year. Use the PIP rates 2026 guide for the full breakdown.

Which PIP activities does social anxiety affect most?

Activity 9 (engaging with people face to face) is the main one, because that is what social anxiety attacks directly. Activity 7 (communicating verbally) can apply if anxiety stops you using the phone or speaking to strangers. Activity 11 (planning and following journeys) can apply if you cannot go out without overwhelming distress. Activity 3 (managing therapy) and Activity 10 (budgeting decisions) can add points where treatment time and avoidance affect them.

Does it count if I can talk to family but not strangers?

Yes. Activity 9 is about engaging with people generally, which includes people you do not know well. Being comfortable with one or two trusted people does not mean you can engage with others. Explain that you can only manage familiar people, and that meeting, phoning or being around strangers causes overwhelming distress, avoidance or panic. The DWP scores the situations you cannot manage, not the ones you can.

What evidence helps a PIP claim for social anxiety?

Letters from your GP, psychiatrist or psychology team confirming the diagnosis and severity; any NHS Talking Therapies referral or discharge letters; a list of your medication; and a statement from someone who knows you describing what you avoid and what they do for you. A short personal diary of specific incidents, such as a cancelled appointment or a panic attack at a checkout, is powerful because it is concrete.

My social anxiety comes with depression. Should I claim for both?

Yes. List every condition that affects you, because PIP looks at the combined functional impact, not a single label. Social anxiety and depression very commonly occur together and reinforce each other. Claiming both gives a fuller, more accurate picture and usually scores higher than either alone.
