Hearing loss and deafness can qualify for PIP, though many people don't realise they're eligible. Around 12 million people in the UK have hearing loss, making it the second most common disability. PIP for hearing loss focuses on how your hearing affects communication, safety, and daily activities – not just the audiogram results.
Which Activities Does Hearing Loss Affect?
Communicating Verbally (Activity 7) – this is the primary activity. Difficulty understanding speech, needing lip-reading, relying on hearing aids that don't work perfectly in all environments, needing sign language interpreters, inability to use the telephone, difficulty in noisy environments.
Reading and Understanding Signs (Activity 8) – if you rely on visual information and can't hear announcements (e.g. platform changes at train stations, tannoy announcements), this affects your ability to follow verbal instructions and information.
Engaging with People (Activity 9) – social isolation due to communication barriers, exhaustion from concentrating on lip-reading, avoiding group conversations, difficulty forming relationships because of communication breakdown.
Washing and Bathing (Activity 4) – unable to hear fire alarms, smoke alarms, or someone calling for help when hearing aids are removed for washing. This scores at least 2 points since the 2020 ruling.
Preparing Food (Activity 1) – unable to hear timers, smoke alarms, boiling kettles, or someone warning of danger while cooking. If you remove hearing aids in steamy kitchens, this is a safety risk.
Planning Journeys (Activity 11) – unable to hear announcements about delays, platform changes, or emergencies. Difficulty communicating with transport staff. Anxiety about travelling alone due to communication barriers.

Hearing Aids Don't Solve Everything
A common mistake is assuming that because you wear hearing aids, your hearing is "fixed." It isn't. Hearing aids don't restore normal hearing – they amplify sound but don't clarify speech. Describe the situations where hearing aids don't help: noisy environments, group conversations, telephone calls, when aids are removed for sleeping or washing, feedback and discomfort.
Tinnitus and PIP
If you also have tinnitus, mention it. Severe tinnitus can cause concentration difficulties (affecting reading, budgeting, food preparation), sleep deprivation (affecting every activity through fatigue), and significant psychological distress (affecting engagement with people).
Evidence That Helps
- Audiologist report with audiogram results and functional hearing assessment
- ENT specialist letters
- Hearing aid records showing what aids you use and their limitations
- Letters from employers, education providers, or Access to Work showing adjustments needed
- Communication support records (BSL interpreters, lip-reading classes)
- Fire alarm assessment or evidence of visual alert systems installed
Frequently Asked Questions
I can hear with hearing aids. Can I still claim?
Yes. PIP assesses you with aids, but hearing aids don't solve all communication difficulties. Describe the situations where you still struggle – noisy environments, phone calls, group settings, when aids are removed.
I'm deaf and use BSL. How does the assessment work?
You can request a BSL interpreter for your assessment. Make sure to request this when booking. The assessment should be conducted through the interpreter, and you should describe all the daily situations where you need interpretation or communication support.
